城镇化是人类社会发展的客观趋势，是现代化的必由之路和重要标志，是可持续发展的重要组成部分，是促进城乡融合发展、实现共同富裕的根本路径。近年来，河南省持续推进以人为本的新型城镇化建设，城镇化进程不断加快、城镇化质量大幅提升，城乡面貌持续改善，城乡融合发展取得重要进展，2023年，全省常住人口城镇化率达到58.08%，增幅居全国前列。但是，城镇化率增速放缓、工业对就业带动不足、县城承载能力较弱、城市安全韧性保障仍存在短板等，一定程度上制约了河南省新型城镇化建设。特别是，人口、房地产供需关系等重大变化带来了新的挑战，需要统筹新型工业化、新型城镇化和乡村全面振兴，进一步健全推进新型城镇化体制机制，为新型城镇化可持续发展提供不竭动力。
Urbanization is an objective trend of human social development，a necessary path and important symbol of modernization，an important component of sustainable development，and a fundamental path to promote integrated urban-rural development and achieve common prosperity. In recent years，Henan Province has continued to promote people-centered new-type urbanization. Urbanization process has continued to accelerate and quality of urbanization has significantly improved. The urban-rural areas has continued to improve，and important progress has been made in the integrated urban-rural development. By 2023，the urbanization rate of the Henan Province’s permanent population has reached 58.08%，ranking among the top in the country in terms of growth rate. However，the slowdown in urbanization rate，insufficient employment driven by industry，weak carrying capacity of county towns，and shortcomings in ensuring urban safety and resilience have to some extent constrained the construction of new urbanization in Henan Province. In particular，major changes in population，real estate supply and demand have brought new challenges. It is necessary to coordinate new industrialization，new urbanization，and comprehensive rural revitalization，further improve and promote the system and mechanism of new urbanization，and provide inexhaustible impetus for the sustainable development of new urbanization.
