本报告从医院信息化、数字化和智能化内涵入手，基于对现有医院信息化建设评价标准体系的梳理，构建点、线（三级指标）—面（二级指标）—体（一级指标，维度）三个层级的医院智能化指数评价指标框架体系，包含智能化基础、智能化能力、智能化效果3个一级指标，8个二级指标，33个三级指标。运用德尔菲法和层次分析法，从指标重要性评分和评价指标权两个方面，讨论医院智能化指数评价指标框架体系的构建过程。本报告提出的医院智能化指数评价指标框架体系具备一定的科学性、合理性和时代性，与现有智慧医院评价体系互补，可反映当前智能化医院的建设基础与发展目标，为未来智慧医院智能化建设程度的量化评价提供基础，助力医院智能化建设的有序发展。
This report commences with an examination of the connotations associated with hospital informatisation，digitalisation and intelligence. It proceeds to construct an evaluation index framework system of hospital intelligence index at three levels：point，line （tertiary indicators）-face （secondary indicators）-body （primary indicators，dimensions），which contains three primary indicators of intelligent foundation，intelligent ability and intelligent effect of 3 first-level indicators，8 second-level indicators，33 third-level indicators. The construction process of the hospital intelligence evaluation index system is discussed in terms of the index importance score and the evaluation index weight using the Delphi method and hierarchical analysis method. The evaluation index framework system of hospital intelligence index proposed in this report is scientifically and rationally structured and timely，and it complements the existing evaluation system of intelligent hospitals. It can reflect the current construction foundation and development goals of intelligent hospitals，provide a basis for the quantitative evaluation of the degree of intelligent construction of intelligent hospitals in the future，and help the orderly development of intelligent construction of hospitals.
