本文基于综合减灾示范社区的建设和社区风险治理实践，通过全国各应急管理厅（局）的官方网站收集综合减灾示范社区的数量，进行宏观的统计和对比分析，对各省区市的总数分布、社区和村的类型变化进行对比分析，发现北京市的推进数量较多，正在由社区转向农村。本文从微观角度对北京市具体社区的风险、灾害链、风险特征进行分析，建议在社区层面构建全面的风险治理模式，结合城市更新、完整社区建设、智慧城市建设将安全规划与居民生活融合，提升社区风险治理的数字化水平，培育社区内部的凝聚力和防灾减灾能力。
This article draws upon the analysis on establishment of comprehensive disaster reduction demonstration communities and the practices of community risk governance. It gathers data on the number of such demonstration communities from nation-wide emergency management department websites across China，to run macro-level statistical and comparative analyses. It compares the total numbers of such communities in each province and city while examining variations in community/village types. The findings indicate that Beijing is making significant progress，particularly in transitioning its focus from urban to rural areas. This study provides a micro-level analysis of specific communities in Beijing，scrutinizing their risks，disaster chains，and risk characteristics. It advocates for creation of a comprehensive risk governance model at the community level，an approach that integrates safety planning with residents’ daily lives alongside initiatives such as urban renewal，integrated community，and smart city development. Moreover，it emphasizes advancing digitalization in community risk governance while fostering community cohesion and bolstering disaster prevention and mitigation capabilities.
