As the world’s only import-themed national-level expo，the China International Import Expo（CIIE）has been successfully held for six sessions since 2018，becoming an important action for China to firmly safeguard multilateralism and promote the construction of an open world economy in the face of countercurrent and backward waves of globalization. Focusing on the spillover effect of the CIIE to promote “exhibitors to investors”，based on the research perspective of historical evolution and combined with quantitative analysis and relevant data，this report concludes that the special forums of the CIIE，such as Trade and Investment Matchmaking Conference and Hongqiao International Economic Forum，have greatly released the good expectation of China’s ultra-large market advantages and continuous optimization and improvement of the business environment. It has promoted the transformation of exhibitors from participating in the “first exhibition” to accelerating the layout of China’s “first store and first factory” investors，and provided an important platform for China to stabilize the scale of foreign investment under the new situation，optimize the structure of foreign investment，and promote the coordination of regional utilization of foreign investment. In order to further enlarge the spillover effect of “exhibitors become investors” of the CIIE，combined with the current problems and challenges faced by China’s use of foreign investment，it is proposed to further expand and enrich the precise matchmaking mechanism between exhibition merchants and buyers，improve the two-way efficiency of the CIIE and local “bring in foreign investments” and “going global”，and accelerate the improvement of Hongqiao International Economic Forum to lead the constructive dialogue and exchange function of global economic and trade rules.
