With the rapid development of General Artificial Intelligence（AGI）technology，its application at all levels of society has raised a series of ethical and social issues.This report first analyzes the establishment of a global consensus on AI ethics，including key directions such as respect for individual rights，fairness and justice，and safety and responsibility.By comparing the different positions and methods of China，the European Union，and the United States in formulating AI ethical principles，it reveals the unique contributions and challenges each country faces in promoting the development of AI ethics.Secondly，the report explores five key challenges faced by AI ethics：data privacy breaches，algorithmic bias and discrimination，AI explainability，issues of responsibility attribution，and the redefinition of human-machine relationships. Finally，it provides an in-depth insight into the multidimensional impact of AI on society，including how AI will reshape the structure of all industries，trigger changes in social relations，and affect human role positioning and values.In response to these impacts，suggestions are made to establish a global AI governance framework，reform the education system，and cultivate AI ethics experts.The report emphasizes that AI ethics research should be an important task in promoting the sustainable development of human society，ensuring that the development of AI can truly serve society under the guidance of an ethical governance framework，promote economic growth while ensuring social justice and fairness.
