随着科技的迅猛发展和社会的不断进步，人工智能已成为当今时代最具影响力的科技领域之一，特别是现阶段生成式人工智能作为主要应用方式，已渗透到多个领域，改变了人类与技术的交互模式，为通用人工智能的实现奠定了重要的基础。生成式人工智能的发展离不开人才的支持和推动，需要以战略科学家为引领的顶尖科技人才推动技术的创新和进步，也需要以卓越工程师为代表的技术技能人才服务技术场景落地，还需要具备数字化智能化素养的管理人才推动其产业化。本报告旨在分析当前生成式人工智能各层次人才的发展现状，包括人才数量、质量、培养方式以及应用领域等方面，梳理现有各层次人才培养体系的建立和实施情况，并从人才链条、人才培养生态、产学研合作、伦理与安全、国际合作与交流等方面提出对策建议，以期为未来通用人工智能的发展提供有益的参考。
With the rapid development of technology and the continuous progress of society，Generative artificial intelligence has become one of the most influential technological fields in the current era.The development of Generative artificial intelligence needs the support and promotion from talents.On the one hand，top scientific and technological talents led by strategic scientists are needed to promote technological innovation and progress.On the other hand，it also requires technical skilled talents represented by outstanding engineers to prompt the implementation of General AI technology in real-world scenarios.In addition，it also requires managerial talents with digital intelligence literacy to promote the industrialization of Generative artificial intelligence.This article aims to analyze the current development status of talents at all levels of Generative artificial intelligence，including the quantity，quality，training methods，and application fields of talents，also to figure out the establishment and implementation of existing talent training systems at all levels.This article suggests that to clarify the talent chain，build a talent training ecosystem，strengthen industry-academia-research cooperation，strengthen ethics and safety，also focus on international cooperation and exchange，in order to provide useful references for the further development of Generative artificial intelligence.
