In recent years，Finland has achieved remarkable results in low-carbon development and has become a global model for low-carbon development. Finland has actively improved energy efficiency，vigorously promoted electric vehicles，developed public transportation and green fuels，and reduced greenhouse gas emissions from the transportation sector；in the past 10 years，the average carbon dioxide emissions from public transportation in Finland have been reduced year by year. Finland actively promotes energy saving and emission reduction in industry，develops low-carbon industrial technologies，improves energy efficiency in buildings and promotes renewable energy for heating. Internationally，Finland actively participates in international climate change cooperation and jointly addresses the global climate change challenge. Although Finland has achieved remarkable results in low-carbon development，it also faces some challenges and dilemmas. Firstly，realizing carbon neutrality requires a large amount of financial investment；secondly，some low-carbon technologies have not yet matured and need further research and development；in addition，the degree of public participation needs to be further improved to raise the public’s awareness of environmental protection and to encourage the public to take part in low-carbon actions. In the future，Finland will further improve the policy system and strengthen the implementation of policies；attach great importance to low-carbon technological innovation and increase investment in research and development；actively promote the green transformation and upgrading of traditional industries，and use industrial upgrading to help low-carbon transformation；and actively promote the construction of smart cities to create a low-carbon and livable urban environment，which will help realize the goal of carbon neutrality as soon as possible.
