In recent years,Germany has demonstrated a high degree of strategic autonomy and policy continuity in combating climate change and promoting a low-carbon economic transition. Through the three core policy frameworks of the European Union Climate Change Action Plan, the National Action Plan on Energy Efficiency and the Energy and Climate Package,Germany has provided a solid policy foundation for a green and low-carbon transition. Germany has set up a climate cabinet to strengthen top-level design, constructed a low-carbon development system covering energy, buildings, transport, industry, agriculture and other fields, and pushed forward the achievement of the carbon neutrality target by 2045,five years earlier than originally planned. In terms of concrete measures,Germany has provided systematic support for the achievement of medium- and long-term greenhouse gas emission reduction targets through carbon pricing,low-carbon investment and legally binding emission reduction standards. Although significant results have been achieved, especially in the energy sector, where carbon emissions have fallen significantly, the problem of emissions from areas such as buildings and transport remains acute, constraining the pace of the low-carbon transition. Germany needs to further strengthen policy innovation and financial support to realize more efficient low-carbon development pathways, including the expansion of renewable energy sources, the construction of smart grids and the popularization of electric vehicles. Germany’s practice of low-carbon transition provides an important reference value for other countries around the world.
