全球气候变化的恶劣影响日益明显，冰川融化、海平面上升等问题严重影响人类社会和自然环境的发展。欧盟作为全球气候变化的积极参与者，大力发展低碳经济。回顾2023年欧盟在低碳经济发展方面出台的一系列重要政策文件，发现其目标更加明确、措施更加完善；突出要求加大对低碳技术的研发和应用投资，投资力度不断加大；低碳技术创新取得突破性进展，加速了欧盟能源转型；同时，欧盟充分利用全球资源加强国际合作，加快低碳经济发展步伐。展望未来，欧盟碳排放交易体系改革仍然是欧盟低碳经济发展的关键举措之一，要进一步提升碳排放交易体系的效能，推动欧盟实现更深层次的低碳减排；“Fit for 55”一揽子计划将加速欧盟能源转型步伐，降低对化石燃料的依赖，减少碳排放；技术创新和投资是推动低碳经济发展的重要动力，科技创新为投资指明方向，投资为科技创新提供支撑；充分利用“碳关税”倒逼企业采取措施减少碳排放，推动全球低碳转型。欧盟在低碳经济领域的努力已经取得了阶段性成果，但仍须不断探索和前进，为实现经济的可持续发展做出更大的贡献。
