This paper provides a comparative analysis of the policy differences between enterprise zones in Europe and American and China’s free trade pilot zones. It identifies issues within China’s free trade pilot zones concerning enterprise preferential policies，industry support，policy implementation processes，and talent introduction. Drawing on the construction practices of enterprise zones in the West，the paper proposes four policy recommendations to optimize China’s free trade pilot zone policies. The main policy measures include strengthening policy support for enterprises in key industrial sectors，improving policies for international shipping and related services，and balancing policy support between financial and other professional services. Additionally，it suggests increasing support for existing enterprises and small and medium-sized enterprises in their startup phase，refining supporting implementation details for technology innovation industries，and introducing more support policies for emerging industries. It also emphasizes establishing clear legal foundations，simplifying policy implementation processes，and integrating policy data across departments. Furthermore，it recommends formulating special policies to promote employment，introducing measures to attract high-end talents from abroad，and improving supporting policies for high-end and young talents. These measures provide strategic guidance for the next steps in enhancing free trade pilot zones.
