As a comprehensive pilot platform for China’s reform and opening-up，free trade pilot zones should coordinate the promotion of deep-level reforms and high-level opening-up，further playing a leading and exemplary role in the new round of reform and opening-up. At present，free trade pilot zones have fully utilized their “open-up promoting reform” and “reform promoting development” functions through the approach of “international rules domesticated” and “domestic rules integrated”，but there are still issues，such as the need for deeper integration of the “open-up promoting reform” function and scaling up the “reform promoting development” function. In light of this，the author proposes a systemic path of innovation involving vertical collaboration among key players and an overall path of innovation with multidimensional coordination to enhance the hub function of free trade pilot zones. To achieve this，the author suggests exploring the establishment of a case library for institutional innovation in China’s free trade pilot zones，exploring the creation of a fault-tolerant mechanism for institutional innovation in these zones，and granting compulsory nature to the reform experiences of institutional innovation.
