2024年，商务部发布了新版《跨境服务贸易特别管理措施（负面清单）》和《自由贸易试验区跨境服务贸易特别管理措施（负面清单）》，标志着中国在推进高水平对外开放和对标国际经贸规则方面迈出了关键一步。新质生产力作为现代经济发展的核心驱动力，通过知识、技术和创新，推动高效益、高附加值产业发展，引领经济高质量发展。在自贸试验区，负面清单和新质生产力的发展与服务贸易的高质量协同成为提升区域经济繁荣和国际竞争力的关键。本报告详细探讨负面清单对自贸试验区新质生产力发展的影响，从政策环境改善、市场准入放宽和企业创新能力提升三个方面进行剖析，研究发现负面清单在推动新质生产力和服务贸易高质量发展中面临政策解读困难、跨部门协调不足、地方执行能力存在差异，企业适应困难、市场反馈机制缺失、市场预期管理不足，国际规则对标对接不畅等问题；并提出加强政策优化与精细化管理，优化市场机制与竞争环境，强化企业创新支持与发展，深化国际合作与规则对接等对策建议。
In 2024，China’s Ministry of Commerce released updated Negative Lists for Cross-Border Service Trade and Negative Lists for Cross-Border Service Trade in Pilot Free Trade Zones，marking a pivotal step in advancing high-level opening-up and aligning with international trade standards. New quality productivity，as a core driver of modern economic development，fosters high-efficiency，high-value-added industries through knowledge，technology，and innovation，thus spearheading high-quality economic growth. In pilot free trade zones，the synergy between the negative list framework and new quality productivity is essential to boosting regional economic prosperity and enhancing global competitiveness. This paper explores the impact mechanisms of the negative list on the development of new quality productivity within pilot free trade zones，analyzing improvements in the policy environment，market access liberalization，and enhancement of enterprise innovation capabilities. It examines how the negative list promotes institutional innovation and high-quality development in service trade within these zones，providing insights for policymakers and supporting the high-quality advancement of pilot free trade zones.
