自贸试验区是新时代国家全面深化改革与扩大开放的战略新高地，金融领域的改革与开放创新成为国家赋予自贸试验区制度创新的重头戏。本报告首先对新时代自贸试验区强化金融监管的逻辑进行多维度解析，其次在对具有代表性的自贸试验区金融监管典型案例分析基础上，提炼出新时代自贸试验区金融监管存在金融监管理念在安全与效率之间艰难平衡、国际规则对接压力测试呈现不足、金融监管“二传手”现象明显、金融监管规则内容缺乏动态性、金融监管体系匹配性不足、金融创新与监管缺乏自主权、监管模式兼容性与科技性不足等问题，并提出发挥先行先试制度创新优势、构建全维度金融监管新框架、强化金融稳定的兜底保障体系、坚持“强监管”与“稳服务”相统一、强化“金融开放”与“金融安全”有机结合等对策建议。
The pilot free trade zone is a new strategic highland for the country to comprehensively deepen reform and expand opening up in the new era，The reform and opening up innovation in the financial sector have become the highlight in the pilot free trade zone. This paper firstly analyzes the logic of strengthening financial supervision in multiple dimensions，and then based on the analysis of typical cases of financial supervision in the existing representative free trade zones，extracts the shortcomings of financial supervision in the fields of “concept，system，technology”，and gives optimization path suggestions from the four dimensions of giving full play to the advantages of the pilot system，building a new framework of full-dimensional financial supervision，adhering to the unity of “Strong Supervision” and “stable service”，and strengthening the organic combination of “financial openness” and “financial security”.
