本报告简要介绍了全球核电行业及其发展现状，综合阐述了核电行业对外投资安全的影响因素，并依托我国历年来的海外核电项目，详细分析了重点国别区域和典型项目的投资风险，最后为我国核电“走出去”提出了政策性建议。研究结果表明，目前中国在海外的核电投资项目较少，并且集中在巴基斯坦、阿根廷等少数国家。从项目建设运行情况来看，除了在巴基斯坦的项目开展较为顺利之外，中国的大多数海外核电项目都面临一系列复杂的政治问题、法律问题、环境问题。因此，未来需要加强顶层设计，提高我国核电企业的国际竞争力，防范化解重大风险。
This article briefly introduces the global nuclear power industry and its development status，comprehensively expounds the factors affecting the safety of foreign investment in the nuclear power industry，and relies on China’s overseas nuclear power projects over the years to analyze in detail the investment risks of key countries and regions and typical projects. Finally，this article puts forward several policy recommendations for China’s nuclear power “going global”. The results of the study show that China’s current overseas nuclear power investment projects are relatively small and concentrated in a few countries such as Pakistan and Argentina. From the perspective of project construction and operation，in addition to the projects in Pakistan，most of China’s overseas nuclear power projects are facing a series of complex political，legal，and environmental issues. Therefore，in the future，it is necessary to strengthen the top-level design，improve the international competitiveness of my country’s nuclear power enterprises，and prevent and resolve major risks.
