在碳中和背景下，风电行业迎来重要的发展机遇期。中国作为全球风电第一大市场，已积累了丰富的风机制造和运维经验，完全具备在“一带一路”共建国家扩大风电产业投资的能力。基于对风电行业门类、产业链构成、全球风电行业发展态势以及行业特有风险因素的梳理与总结，本报告分析了中国风电行业2011～2020年对外投资的核心特征和时空变化态势，并结合典型案例重点分析了中东欧以及东盟国家风电行业的投资安全特征；在此基础上，就企业、政策等方面提出了相关建议，以期为中国风电企业高质量“走出去”提供智力支持，助于全球减碳目标的实现。
In the context of carbon neutrality，the wind power industry has ushered in an important period of development opportunities. As the largest wind power market in the world，China has accumulated rich experience in wind turbine manufacturing，operation and maintenance，and is fully capable of jointly building and expanding national investment in the wind power industry in the “Belt and Road”. Based on the classification and composition of the wind power industry，the development trend of the global wind power industry and the unique risk factors of the industry，this paper analyzes the core characteristics and temporal and spatial change trend of China’s wind power industry’s foreign investment in recent ten years，and analyzes the typical investment cases of ASEAN countries and the safety of wind power industry in the Middle East and Europe. On this basis，relevant suggestions on enterprises and policies are put forward in order to provide intellectual support for Chinese wind power enterprises to go global with high quality and contribute to the realization of the global carbon reduction goal.
