良好的创新环境与创新生态对金砖国家激发创新活力、持续开展创新活动具有重要意义。本报告从人才保障、资金保障和基础设施等创新资源支撑环境，制度和治理环境，以及创新文化环境分析了金砖国家创新环境及创新生态建设现状；从创新资源的配置优化、制度和治理环境的健全与规范、创新产出的谋划布局、创新文化的培育赋能、经济发展的潜力等角度总结概括了金砖国家创新环境和创新生态建设的经验与鲜明特征。在此基础上，本报告提出了促进金砖国家创新环境和创新生态建设的具体建议。
A sound innovation environment and ecosystem are significant to stimulate innovation vitality and promote innovation activities in the BRICS countries. This report analyzes the status quo of innovation environment and innovation ecosystem of BRICS from innovation recourses guarantee，institutional governance and innovation culture in the BRICS，including such elements as talent guarantee，funding guarantee and infrastructure. It discusses such factors as innovative resource allocation，institutional governance norms，innovation output planning，innovation culture cultivation and economic development potential. On this basis，the paper summarizes the experiences and distinctive characteristics of BRICS in the building of innovative environment and ecosystem. Finally，the report provides specific suggestions to promote the development of innovation ecosystem and environment in BRICS countries.
