当前，国际形势复杂，全球治理不确定性增加，面对开发海洋资源、应对海洋灾害、维护海洋权益等方面的共同挑战，开展金砖国家海洋与极地科技创新合作是我国参与全球海洋极地事务的重要抓手和关键突破点。目前，金砖国家在海洋与极地领域的项目研究、平台建设、共享航次、能力建设和培训等方面取得了良好的进展，其科技创新合作机制和模式已经有了很好的基础，建议进一步凝聚金砖国家合作共识，拓展深化合作领域，打造一批重点项目和旗舰项目；深化金砖国家海洋与极地领域的国际科技合作基地平台建设，提升金砖国家科技创新效能；推动科技工作人才、专家团队建设，更好地服务金砖国家海洋与极地咨询工作；深化金砖国家海洋与极地技术转移信息共享渠道建设；稳步推进金砖国家“海洋与极地科学”专题领域工作组工作，创新高级别定期交流机制；积极拓展与金砖国家新成员国的科技合作，推动其成为国际合作的重要力量。
Facing common challenges including developing marine resources，responding to marine disasters，and safeguarding marine rights and interests，as well as the complex international situation which undergoes profound changes and increasing uncertainties，conducting science，technology and innovation （STI） cooperation in ocean and polar science and technology among BRICS is important for China to participate in global ocean and polar affairs. At present，BRICS have made good progress in project research，platform development，shiptime sharing，capacity building，and training in the field of ocean and polar regions. The STI cooperation mechanisms and models have already laid a good foundation. It is recommended to further consolidate the common understanding of BRICS cooperation，expand and deepen cooperation areas，and create a number of key projects and flagship programs；deepen the construction of base platforms in the ocean and polar fields of BRICS countries，and stimulate the effectiveness of STI in BRICS；develop talent and expert teams in scientific and technological work to better serve the ocean and polar consulting work of BRICS；forge information sharing channels for the transfer of ocean and polar science and technology in BRICS；steadily advance the work of the BRICS Working Group on “Marine and Polar Sciences”，innovating high-level regular exchange mechanisms；actively expand marine science and technology cooperation with the new members of BRICS，propelling them to become an important force in international cooperation.
