In 2021,Russia’s society-wide R&D expenditures on science and technology will be about $47.6 billion, down 4.89% year-on-year,ranking 10th in the world. As a result, the number of Russian researchers in 2021 will drop by 2.4% year-on-year,and the number of patent applications and SCI paper publications will fall by 14.46% and 49% year-on-year. Although the huge scale of talent is Russia’s self-proclaimed advantage of science and technology innovation, but the lagging innovation policy system and the shortage of funds to seriously constrain Russia’s scientific and technological progress. Since the happen of the Russia-Ukrain Conflict,in the face of the European and American countries on the Russian science and technology embargo and suppression, the Russian government insists on the construction of “scientific and technological sovereignty”,including life sciences, aerospace, energy extraction and transportation, shipbuilding and other industries related to national economy and people’s livelihoods as a key technology industry. The Russian government has also tilted to its own scientific and technological research and development institutions and enterprises in terms of funding, standards, policies and markets,in an attempt to break through the European and American scientific and technological sanctions and the blockade of high-end equipment.
