凭借强大的工业优势，法国战略性新兴产业面对国家科技创新的需求和导向，积极推动经济发展。法国在六大战略性新兴产业领域共有14家企业上榜，企业上榜总频次为21次，位列全球第6，彰显了法国在战略性新兴产业领域的潜力和竞争力。在新能源和新能源汽车领域，法国展示出强劲的发展势头。在生物领域，法国企业发展不均衡，头部企业赛诺菲跻身第一梯队。高端装备制造领域，法国企业不仅产业规模持续扩大，而且在创新能力上也展现出了显著的优势。新材料领域，法国企业处于第二梯队，在创新能力方面展现出进一步提升与拓展的潜力。新一代信息技术领域，法国缺少具有国际竞争力的企业。结合指数报告结果，本文选取在新能源、高端装备制造和新材料三个领域表现较出色的赛峰作为法国企业创新的典范。作为传统工业强国，法国实行再工业化，支持制造业和新兴工业领域发展，推动创新型国家建设。一方面，向外拓展国际合作，上榜企业具有全球影响力；另一方面，向内集成公私机构的优势科技资源，开展多层次合作。为了加快节能减排和新能源产业发展，法国大力助推脱碳经济转型，极具特色的高等工程教育模式使得科技创新队伍呈现蓬勃的发展态势。
