德国是典型的创新型国家，一直将高技术产业置于国家发展的核心位置，制定连续性战略辅以系统化政策，拥有完善的创新体系。GEII 2024显示，德国在六大战略性新兴产业领域共有34家企业上榜，企业上榜总频次为52次，位列全球第4。在高端装备制造产业，德国企业表现优秀，西门子高居全球企业创新指数第2位；在新材料产业，巴斯夫表现卓越；在生物产业，德国企业总体实力突出，有3家企业进入全球20强；在新能源汽车和新能源产业，德国企业都处于全球领先发展水平，大众汽车和博世分别位居新能源汽车产业第3、第4，西门子在新能源领域跻身第一梯队。但在新一代信息技术产业领域，德国企业稍显弱势，亟待追赶。本文选取西门子作为德国企业创新的典范，结合创新指数测度结果展开深入分析，揭示了西门子独特的创新体系与创新生态。德国战略性新兴产业蓬勃发展，各领域发展态势较为均衡，大型跨国企业引领创新潮流，但仍与美、日有一定差距，需要深化产学研创新合作，重视中小型企业创新发展。
Germany is ranked fourth globally with 34 companies in six strategic emerging industries. German firms excel in high-end equipment manufacturing，with Siemens ranking second worldwide，and BASF performing strongly in new materials. In biotechnology，Germany has three companies in the global top 20. In new energy vehicles and new energy，Volkswagen and Bosch rank third and fourth，while Siemens is a leader in new energy. However，German companies lag in next-generation information technology. Siemens is used as a case study to analyze German innovation，highlighting its unique innovation system and ecosystem. Overall，Germany’s strategic industries are flourishing，with balanced growth across sectors and leadership from large multinationals. However，gaps remain between the United States and Japan，and there is a need for deeper collaboration between industry，academia，and innovation and support for small and medium-sized enterprises.
