Portugal became a country of immigration in the 1980s and experienced a period of the negative number of net immigration from 2011 to 2016. It reversed to positive in 2017 and reached its peak in 2019. Brazil and Cape Verde are the two countries with the greatest amount of immigrants，while the number of immigrants from Ukraine and Romania continues to grow. There are significant differences comparing foreign immigrants with Portuguese citizens in terms of population data，education，and employment；as for refugees，Portugal’s national attitude is positive，even offering temporary protection to displaced persons from Ukraine. However，objectively analyzing and examining，refugees and immigrants in Portugal face some difficulties：lack of language and educational opportunities，unequal employment，insufficient health and hygiene concerns，unstable housing arrangements，and certain discrimination in social interactions. The important core measures taken by the Portuguese government to alleviate this situation are to create physical conditions and strengthen the requirements for Portuguese in learning and working；activate legal means and increase efforts to fight for equal rights and combat racial discrimination. These continous efforts did not stop after experiencing the impact of the epidemic，and a “structurally sound immigration attraction，acceptance，and integration plan” was proposed. Therefore，the new concept of immigration integration has become the foundation for comprehensive and in-depth development of sustainable immigration planning programs，indicating the value trend of immigration policies in Portugal in the post-pandemic era.
