French government put science & technology and innovation onto the central part of its administration with the belief that science & technology is the driving force of manufacturing productivity and competitiveness. The most important part of “re-industrialization” by French government is to support technological innovation and reinforce the capacity of advanced manufacturing. The reason why France has strong science & technology and innovation capacity comes from the better condition of its economic development and related public policies conducted by French government to promote science & technology and R & D activities. Science & technology cooperation between China and France has solid foundation and huge potential，it can not only bring new advantage of economic and social development for the two countries，push forward multi-lateral cooperation and global governance in science & technology，but also act as a leading role to deal with challenges of human society.
