数字技术的发展和应用为服务贸易发展注入活力，加快服务贸易高质量发展已成为我国建设贸易强国的重要战略抉择。本报告在梳理相关研究的基础上，阐释数字技术对服务贸易高质量发展的多渠道影响机制：数字技术对服务贸易高质量发展的促进效应可分解为“增量”和“提质”两个层面，数字技术对服务贸易高质量发展的阻碍效应可分解为“数字壁垒”“数字安全”“数字鸿沟”三个层面。为扩大促进效应、减小阻碍效应，本报告提出如下对策建议：一是提高数字技术水平，促进服务贸易的增量提质；二是加快数字技术应用，助力服务贸易高质量发展；三是提升对外开放水平，削减服务贸易的数字壁垒。
The development and application of digital technology have injected vitality into the growth of service trade，and accelerating the high-quality development of service trade has become an important strategic choice for China to build trading power. Based on a review of relevant research，this article explains the multi-channel impact mechanism of digital technology on the high-quality development of service trade：the promoting effect of digital technology on the high-quality development of service trade can be decomposed into two aspects of “increment” and “quality improvement，” while the hindering effect can be decomposed into three aspects of “digital barriers，” “digital security，” and “digital divide.” To expand the promoting effect and reduce the hindering effect，this article proposes the following countermeasures and suggestions：first，improve the level of digital technology to promote the increment and quality improvement of service trade；second，accelerate the application of digital technology to support the high-quality development of service trade；third，enhance the level of opening up to the outside world and reduce digital barriers in service trade.
