进博会是我国推进新一轮高水平对外开放的重大平台。数据要素是历届进博会重要的展示元素，也是上海打造国际数据港的关键研究对象。本报告在理解上海国际数据港概念和现实意义的基础上，梳理了第五届进博会上数据要素发展的基本情况及取得的成效，并根据相关政策要求总结了上海国际数据港建设的重点任务，提出了以进博会为契机更好地推动上海国际数据港建设的思考与建议。
The China International Import Expo（CIIE）is a major platform for China to promote a new round of high-level opening-up. The data element is an important display element of previous CIIE and also a key research object for Shanghai to build an international data port. On the basis of understanding the concept and practical significance of Shanghai International Data Port，this report summarizes the basic situation and achievements of data element development at the fifth CIIE. According to relevant policy requirements，it summarizes the key tasks of Shanghai International Data Port construction and proposes ideas and suggestions to better promote the construction of Shanghai International Data Port by taking the opportunity of the CIIE.
