In December 2023，the United Nations Artificial Intelligence Advisory Body released a report on the Governance of Artificial Intelligence for Humanity，emphasizing that in terms of the development of artificial intelligence，emphasis should be placed on the opportunities and driving factors，risks，and challenges of AI development，as well as the clear principles of addressing the global AI governance deficit. The integrated development of artificial intelligence with other frontier technologies is an important symbol of the rapid innovation of artificial intelligence at present. While frontier technology greatly promotes productivity innovation，it also brings emerging biological risks. The Shanghai Cooperation Organization（SCO）is a comprehensive international organization with a wide geographical area and a large population. In the face of emerging biological risks with high harmfulness，fast transmission speed，and high defense difficulty，the SCO advocates the establishment of an effective biosecurity defense system as soon as possible under the guidance of the international scientific and technological cooperation initiative and other international agreements，providing solutions to ensure regional and global biosecurity，and building a community of shared future for mankind.
