2023年，上合组织与集安组织经历了境遇不同的一年。上合组织又一次接纳了新成员的加入，使该组织进入新的发展阶段。同为欧亚地区重要行为体的集安组织与上合组织发展状态有很大不同，保持运行的同时却面临减员的风险。相似的国际政治背景之下，上合组织与集安组织状况则有明显差异，集安组织发展历程中的一些经验和教训对上合组织不乏借鉴意义。
In 2023，the Shanghai Cooperation Organization（SCO）and the Collective Security Treaty Organization（CSTO）experienced a year of different circumstances. The SCO has stepped into a new stage of development，with its welcome of new members once again. The CSTO，which also has an important role in the Eurasian region，has a very different development status from the SCO. It is confronted with the risk of member reduction while maintaining its operation. Under similar international political backgrounds，there are significant differences in the status between the SCO and the CTSO. Some experience and lessons learned in the CTSO’s development have useful references for the SCO.
