上海合作组织已经成立二十多年，在这段不算长的历史中，曾经历了一次次地区突发事件的干扰和冲击，从而也促使其内部建设得以一步步完善。在世界进入百年未有之大变局后，原有国际体系和现行规则的改变首先在欧亚地区形成了若干不稳定的地缘政治板块，以一系列突发事件为标志的能量释放构成了整个地区动荡不安的时代特征。对于上海合作组织而言，这种冲击的力度远高于此前的二十年。在充满不确定性的大环境下，相关国家通过跨区域合作规避发展风险的需求普遍上升，这不仅成为上海合作组织扩大成员国队伍的外部条件，同时也对其内部机制、合作模式、运行规则等制度化建设提出更新、更高的要求。这包括上海合作组织应在已经取得的制度建设成就与既有合作平台的前提下，继续巩固成员国间的政治互信、完善内部机制和拓展合作领域。
The Shanghai Cooperation Organization（SCO）has been established for more than 20 years. During this relatively short time，it has experienced interference and impact from regional incidents，which has also led to the gradual improvement of its internal construction. After the world entered a period of unprecedented changes unseen in a century，the changes in the original international system and existing norms rapidly formed several unstable geopolitical plates in Eurasia，leading to turbulence within this region with a series of unexpected events. For the SCO，the intense impact is much higher than that of the previous twenty years. In an environment full of uncertainty，the demand for relevant countries to hedge development risks through cross-regional cooperation is rising across the region. This has not only become an external condition for the increase of the SCO members but also puts forward further and higher requirements for the internal mechanisms，cooperation modes，operational rules，and other institution construction of SCO.
