大力发展数字经济是全球各国把握新一轮科技革命新机遇的战略选择。在党中央的相关政策引导下，我国各省区市高度重视对数字经济建设的布局。北京作为首都和国际科技创新中心，提出了“建设全球数字经济标杆城市”的战略目标。本研究报告以数据要素为核心，探讨了北京在建设全球数字经济标杆城市过程中的新模式、新经验与新思路，并从北京培育发展数据要素市场的五大革新视角提出了建设北京国际大数据交易所、实现数据要素价值化闭环、启动北京数据基础制度先行区、成立人工智能训练基地、推动人工智能赋能产业。
The vigorous development of the digital economy represents a strategic choice for countries worldwide to seize new opportunities presented by the latest technological revolution. Under the guidance of relevant policies，various provinces and cities in China have placed significant emphasis on the structural planning of digital economy initiatives. As the capital and a global center for technological innovation，Beijing has set a strategic goal to become a benchmark city in the global digital economy. This research report focuses on data elements as a core component，exploring new models，experiences，and innovative approaches in Beijing’s journey towards achieving this goal. Finally，the paper presents a perspective on five innovative approaches to nurturing and developing the data element market in Beijing，outlining a deepened development pathway for Beijing’s data element market.
