从“两区”建设到“五子”联动，北京以全球数字经济标杆城市建设助力首都高质量发展，不断推进数据要素市场化，在我国数字化发展中扮演着重要角色。本文首先总结近年来北京市数据要素市场建设情况，以及在顶层设计、交易平台、协同发展、公共数据等方面取得的突出成效，分析其在改革与发展过程中的重难点，结合实际情况提出强化统筹法治保障，细化完善治理体系；拓展数字基础设施，夯实智慧城市底座；攻关核心技术创新，加快自主可控技术体系建设；完善数据产权登记制度，促进数据合规高效流通使用；加强先行区建设，推动数据要素市场繁荣发展；培育优质企业，打造数字经济产业集群；推进数据资产化工作，构建北京数据资产化的全产业链条；推动数据要素开放共享，加快市场化建设；充分释放数据要素价值，全方位护航数字经济发展；优化多元化数字人才布局，扩大数字产业要素供给等政策建议。
From the construction of “two zones” to “five key projects”，Beijing has assisted high-quality development through the construction of a benchmark city for the global digital economy and continuously advanced the marketization of data elements，playing an important role in China’s digital economy. In this paper，we first summarize the construction of the data elements market in Beijing.，as well as its outstanding achievements in top-level design，transaction platforms，collaborative development，public data and etc. Then，we further analyze the difficulties during the reform and development. Finally，we propose policy suggestions for future development in consideration of practical circumstances.
