公共数据授权运营是推动公共数据要素价值有效释放的重要途径。本文首先讨论了公共数据授权运营的基本概念与相关参与主体，阐述了公共数据授权运营确权授权、流通定价与收益分配等机制的主要内容。其次，在呈现国家及地方数据管理机构组建情况的基础上，梳理多地公共数据授权运营有关政策文件，总结地方政府公共数据授权运营实践的两类模式。再次，以北京市为例，聚焦公共数据授权运营专区模式，从专区的建设背景、运营机制、创新成效等维度，展现了北京市金融公共数据专区的运营机理。最后，对公共数据授权运营现状进行总结，展望其未来发展，并对“北京模式”提出了相应的对策建议。通过对公共数据授权运营概念、机制与模式的分析，期冀为我国公共数据授权运营发展提供一定的参考和启示。
Public Data Authorized Operation（PDAO）is an important way to promote the effective release of the value of public data factors. This paper firstly reviews the basic concept of public data authorization and operation，and explains the main contents of the mechanisms of right authorization，pricing and revenue sharing. Secondly，it presents the diversified exploration of PDAO in localities through the combing of relevant policy documents issued by localities，the formation of local data bureaus，and the two major types of authorization and operation modes adopted. Thirdly，taking Beijing as an example，it focuses on the Special Zone Model of PDAO，and shows the operation mechanism of Beijing’s financial special zone by analyzing the institutional guarantee，operation mechanism，and innovation effectiveness of the zone. Finally，it looks forward to the development and future of PDAO，and puts forward corresponding suggestions and countermeasures for the “Beijing model”. Through the analysis of the concept，mechanism and model of public data authorization and operation，it is hoped to provide reference and inspiration for the top-level design of PDAO in other local governments.
