本报告从中关村和亦庄综合保税区建设思路的角度，对北京地区综合保税区发展现状和新定位、新作用进行了整体分析，结合海关特殊监管区域国家改革政策与企业创新需求，对北京地区综合保税区发展的有利条件、功能特色和制度创新进行了分析归纳。本报告认为，北京地区综合保税区已经进入快速发展与协同发展的新阶段。在新阶段应当从京津冀协同发展的角度，借鉴长三角综合保税区协同发展创新经验，既做好北京地区综合保税区的协同发展，也做好京津冀地区综合保税区的协同发展，打造整体化高水平开放平台。
From the perspective of the construction plans of Zhongguancun and Yizhuang Comprehensive Bonded Zones（CBZs），this report makes an overall analysis of the development status quo，new positioning and new role of the CBZs in Beijing，and analyzes and summarizes the favorable conditions，functional characteristics and system innovation of the development of the CBZs in Beijing in combination with the nation-level reform policies and the innovation needs of enterprises in the special customs supervision areas. This report holds that the development of Beijing’s CBZs has entered a new stage of rapid and collaborative development. In the new stage，from the perspective of the coordinated development of the Beijing-Tianjin-Hebei region，we should learn from the experience of the coordinated development and innovation within CBZs in Yangtze River Delta Region，and do a good job in the coordinated development of the CBZs in Beijing and them in Beijing-Tianjin-Hebei region，so as to build an integrated high-level open platform.
