Under the transformation of government functions and the reform goal of “Liberalization，Governance，Services”，the optimization of the business environment of Beijing port has made remarkable achievements. On the basis of summarizing and comparing the performance of the World Bank’s Doing Business indicators at Beijing and Shanghai ports，this report analyzes the methodology，index system and inspection elements of the new assessment of the World Bank’s B-Ready project. This report believes that under the new evaluation background，Beijing should deeply study the investigation methods of the structure，dimension，pillar and index of the new evaluation index system related to trade in goods，benchmark the best practices of the international first-class business environment，and actively respond to them. In the new evaluation cycle，the characteristics of Beijing port should be combined with the requirements of the coordinated development of Beijing-Tianjin-Hebei，with the goal of improving service and efficiency，and the business environment of Beijing port should be promoted to a mature international first-class level.
