近年来，北京市平台经济在赋能首都经济社会高质量发展方面的作用越发凸显。本报告首先对北京市平台经济赋能高质量发展的现状加以分析，着重介绍了北京市平台经济催生的各类新业态、新模式，其中网络零售、在线教育、健康医疗三个细分领域表现突出，在此基础上进一步从就业、创新与消费三个方面分析北京市平台经济在经济发展中的重要作用。其次，梳理北京市市、区两级政府出台的各类促进平台经济健康发展以更好地赋能高质量发展的相关政策，并从带动就业、促进创新、提振消费三个方面在理论层面上探讨了平台经济赋能高质量发展的作用机制。最后，本报告从完善平台经济零工市场公共服务体系、引导平台资本进入创新领域以及赋能“双循环”新发展格局以促进居民消费等三个方面提出有针对性的政策建议。
The role of Beijing’s platform economy in enabling the high-quality economic and social development has become increasingly prominent. This report first sorts out the current situation of Beijing’s platform economy enabling high-quality development，and highlights the emergence of various new types of business and new types of models in Beijing’s platform economy，among which the three subdivisions of online retail，online education，and health care are prominent，and on this basis，the important role played by Beijing’s platform economy in economic development is further described from the three aspects of employment，innovation and consumption. This report then carefully reviews the various policies issued by the municipal and district governments in Beijing to promote the healthy development of the platform economy and better enable high-quality development. Then，this report discusses the mechanism of platform economy to empower high-quality development from three aspects：promoting employment，stimulating innovation，and boosting consumption. Finally，the report puts forward targeted policy recommendations from three aspects：improving the public service system of the gig market of the platform economy，guiding platform capital to enter the field of innovation，and empowering the new development pattern of “dual circulation” to promote household consumption.
