改革开放以来，北京市始终高度重视国际人才队伍建设工作，其国际人才的培育和引进工作更是经历了从零散到体系、从共性政策到“共性+个性”政策的历史沿革，对打造国际科技创新中心和建设国际人才高地起到了积极的作用。为深入系统研究北京市国际人才政策，本报告收集了北京市1998～2023年（截至7月31日）颁布的356份涉及国际人才的政策文件，通过内容分析法对相关政策的历史沿革进行分析，系统地总结各时期政策措施的主要特征和重要内容，并以此为基础对北京市国际人才政策的发展做出展望。建议从加强党管人才、坚定人才引领、深化体制机制改革、注重引育并举和坚持守正创新等方面持续发力，助力打造国际人才集聚“强磁场”。
Since the reform and opening-up，Beijing has always attached great importance to the construction of international talents. The policies of international talents’ cultivation and introduction have experienced a historical evolution from decentralization to system，and from common policies to the coexistence of common and individual policies，which have played a positive role in building the construction of international S&T innovation center. In order to study Beijing’s international talent policy in depth and systematically，this report collects 356 policy documents related to international talent issued by Beijing from 1980 to 2023，analyze its policy changes，systematically summarizes the main features and important contents of the policies and measures in each period，and make an outlook on the development of Beijing international talent policy. It is suggested to continue to make efforts from the aspects of strengthening the Party’s management of talents，believing in the leading role of talents，deepening the reform of institutional mechanisms，paying attention to the introduction and education of talents and upholding fundamental principles and break new ground，so as to help building a “strong magnetic field” of international talent gathering.
