In the national “14th Five-Year Plan for Comprehensive Revitalization of Northeast China”，new requirements are put forward for the revitalization and development of provincial capital cities in Northeast China，promoting the acceleration of the construction of a high-quality regional power system for development. Provincial capital cities are the “engines” of economic，political，and cultural development in the province，playing a crucial role. Based on the current situation of economic development in Harbin，the existing problems mainly include：unreasonable industrial structure and spatial layout，weak manufacturing support，weak profitability and added value of agricultural products mainly based on initial processing，low technology conversion rate，insufficient innovation ability of the tourism industry，insufficient economic development momentum，weak competitiveness and driving force，etc.，which urgently need to be solved. The countermeasures to solve the problem mainly include：strengthening the radiation and leading role of Harbin through strengthening the metropolitan area；Strengthen industry and create advanced manufacturing industry clusters；Strengthen agriculture，achieve agricultural modernization and urban-rural integration development；Strengthen science and education，promote technological self-reliance and self-improvement，and achieve innovation-driven development；Strong tourism，creating a comprehensive tourism destination with Northeast Asian characteristics，and other path choices.
