Africa has significant advantages in marine resources, and the blue economy is regarded as one of the most promising areas of development in Africa, with a positive effect on African countries’ pursuit of economic growth, increased employment, preservation of the marine environment and enhancement of the level of marine governance. Gradually aware of the importance of the blue economy,Africa has formulated a series of strategic plans involving the blue economy at the continental, subregional and national levels while actively seeking cooperation with global partners, thus enabling Africa as a whole to enter the blue economy development boom. The blue economy of South Africa,Morocco,Kenya,Uganda and a number of SADC member States have shown positive developments. However,Africa’s blue economy is still facing difficulties and challenges in terms of weak ocean governance capacity, aggravating disputes over maritime boundaries, excessive and illegal fishing, lack of technology and financial resources, lack of sea-related talents, and low levels of industrialisation, and needs to pay more attention to international development cooperation and capacity-building related to the blue economy.
