当今，基层社会治理成为关系社会和谐稳定和人民安居乐业的重要时代课题。在该治理体系中，国际化社区治理是随着我国对外开放水平不断提高而衍生出的新型治理课题，亟待探索科学有效的治理手段。社会组织作为专业化、组织化的力量，在国际化社区中发挥着独特作用，其参与治理的行为模式值得关注。本报告采用嵌入性理论框架，在梳理北京市国际化社区发展情况的基础上，以朝阳区社会组织为典型案例，总结社会组织参与国际化社区治理的模式，探索当前社会组织面临的治理困境及原因，提出优化社会组织参与模式的对策与建议。
Nowadays，primary-level social governance has become an important topic in relation to social harmony and people’s well-being. In this governance system，internationalized community governance is a new issue stemming from China’s increasing opening up to the world. This necessitates the use of scientific and effective means of governance. Social organizations，as professional and organized forces，play a unique role in the governance of internationalized communities，and their participation patterns are worth studying. Based on a summary of the development history of Beijing’s internationalized communities，this research employs the embeddedness theory as its research framework. It focuses on social organizations in Chaoyang District as typical cases，aiming to analyze their participation model in internationalized community governance，explore current governance dilemmas and their causes，and propose countermeasures and suggestions to optimize the model.
