高水平建设中山市东部环湾创新发展带，对于中山市实施“东承”战略，坚定不移推动城市环湾布局向东发展、奋力实现广东省委赋予的“三个定位”意义重大。本文明确了粤港澳大湾区背景下中山市东部环湾创新发展带建设的内涵和意义，分析了中山市东部环湾创新发展带建设基础和存在的问题，在借鉴国内外典型产业创新带建设经验的基础上，提出粤港澳大湾区背景下中山市东部环湾创新发展带建设的战略思路、空间布局和若干建议，为中山市加快打造粤港澳大湾区国际科技创新中心重要承载区和科技成果转化基地提供有力支撑。
The high-level construction of the innovative development belt around the bay in the east of Zhongshan City is of great significance for Zhongshan City to implement the “East Inheritance” strategy，to unswervingly promote the eastward development of the city’s bay-circle layout，and to strive to achieve the “three orientations” given by the Guangdong Provincial Party Committee. This paper clarifies the connotation and significance of the construction of the innovative development belt in the east of Zhongshan City in the context of the Guangdong-Hong Kong-Macao Greater Bay Area，analyzes the foundation and existing problems of the construction of the innovative development belt in the east of Zhongshan City，and draws on the construction of typical industrial innovation belts at home and abroad. Based on the experience，this paper puts forward the strategic thinking，spatial layout and several suggestions for the construction of the innovative development belt around the east of Zhongshan City under the background of the Guangdong-Hong Kong-Macao Greater Bay Area. It will further provide strong support for Zhongshan City to accelerate the construction of an important bearing area and a base for the transformation of scientific and technological achievements in the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center.
