在与世界三大传统湾区的比较中,粤港澳大湾区与建设成为“全球第四大湾区”和“全球科技创新高地”的长远规划目标仍存在差距。有效吸引各类优秀人才、优化区域创新资源,对于粤港澳大湾区的长期发展将具有战略意义。本文提出,当前粤港澳大湾区虽然形势整体向好,人才引进后劲较足,但仍然存在人才吸引力内部分化、人才结构失衡、创业性人才缺失、国际化高端人才不足四大问题,这些问题客观上制约着湾区的长期发展。围绕更好地解决上述突出问题,本文提出了一系列旨在加快粤港澳大湾区高水平人才引进、优化创新创业环境的政策建议。
The Guangdong-Hong Kong-Macao Greater Bay Area was first written in the “Government Work Report” in 2017 and has now become a key area for China’s development and construction in the new era. Although the Guangdong-Hong Kong-Macao Greater Bay Area construction plan has only been started for a short time,it has achieved remarkable results in promoting regional economic and social development. However,in comparison with the three traditional bay areas in the world,there is still a gap between the current status of Guangdong-Hong Kong-Macao Greater Bay Area and the long-term construction goals of the “Global Fourth-largest Bay Area” and “Global High-Tech Innovation Heights”. The ability to attract all kinds of outstanding talents and optimize regional innovation resources has a huge strategic significance for the long-term development of the Guangdong-Hong Kong-Macao Greater Bay Area. This article proposes that although the current situation of the Guangdong-Hong Kong-Macao Greater Bay Area is generally progressive and the attractiveness to talents is growing,there are still four major problems:internal differentiation of talent attractiveness,imbalance of talent structure,lack of entrepreneurial talents,and shortage of international high-end talents. These problems objectively restrict the long-term development of the Bay Area. In order to better solve the above problems,this article puts forward a series of policy recommendations aimed at accelerating the introduction of high-level talents in the Guangdong-Hong Kong-Macao Greater Bay Area and optimizing the environment for innovation and entrepreneurship.
