Entering the digital age，digital governance based on，oriented to and process through data is becoming the strongest engine of global digital transformation. The Guangdong-Hong Kong-Macao Greater Bay Area is the most open and dynamic urban agglomeration in China，with a high degree of market and economic activity，which puts forward higher requirements for social governance and government services，and therefore formation of digital governance is imminent. Cities in the Bay Area have flourished in innovations and explorations around the digital economy，digital society and digital government，and have produced a number of nationally leading，typical and replicable practice cases，forming the characteristics and experience of the Bay Area in digital governance.
