本报告面向城市群一体化协同发展，分析了城市智慧交通发展现状与发展趋势，研究提出了“创新引领、双轮驱动、三级协同”的发展策略，搭建了全方位、多角色的智慧交通生态体系，以及“1个中心、3大平台”的城市智慧交通技术框架。以粤港澳大湾区核心城市广州为例，在“十三五”发展基础上完善智慧交通体系框架，研究探讨智慧交通规划思路。本研究对广州“十四五”时期智慧交通发展具有指导意义，可为粤港澳大湾区智慧交通一体化发展及城市群交通协同发展提供借鉴思考。
Facing the integrated and coordinated development of Guangdong-Hong Kong-Macao Greater Bay Area，the status and trend of urban intelligent transportation were analyzed，and the strategy of “innovation leading，two-wheel driving and three-level coordination” was put forward in this paper. Besides，an ecosystem of “all-round，multi-role” and a technical framework of “one center，three platforms” for urban intelligent transportation were bulit. Taking Guangzhou as an example，to meet the development needs of Guangdong-Hong Kong-Macao Greater Bay Area’s core cities，the framework of intelligent transportation system based on the development of the 13th Five-Year Plan was improved，and the planning ideas of intelligent transportation in Guangzhou was discussed. This study not only has guiding significance for the development of intelligent transportation in Guangzhou during the 14th Five-Year Plan period，but also can provide a reference for the development of the integration of intelligent transportation and the Urban agglomeration transport coordination in Guangdong-Hong Kong-Macao Greater Bay Area.
