深圳已经具有可观的人才储备和人才培养能力,但仍存在供需错配、区域不均衡、人才成本高、发展空间受限,以及原始创新导向不明确等问题。应顺势让人才有序循环起来,调动粤港澳大湾区人才资源,预见性破解战略性新兴产业发展中的人才矛盾,既要在市场中提升人才待遇,又要在共享中降低企业人才成本。本文结合国际经验,提出相应的建议。
Shenzhen has a considerable talent reserve and talent cultivation capability. However,there are still problems such as mismatched supply and demand,regional imbalance,high talent costs,limited development space,and unclear guidance for original innovation. It is necessary to facilitate the orderly circulation of talents,mobilize the talent resources in the Greater Bay Area,and proactively resolve the talent contradictions in the development of strategic emerging industries. Efforts should be made to improve talent treatment in the market while reducing talent costs for enterprises through sharing. This paper combines international experience and puts forward six corresponding suggestions.
