Carbon peaking and carbon neutrality are China’s major national strategies in the next 40 years. This article analyzes Guangzhou’s resource and environmental endowments and the status of greenhouse gas emissions，and proposes to seize the overall grasp of carbon emission reduction and use market means to develop the “Guangzhou model” of ecological civilization-relying on the Guangzhou carbon emission rights trading，futures exchanges，reform and marketization of the property rights system of natural resources and environment. It is recommended that Guangzhou further explore market-oriented operations and sustainable ecological product value realization paths，carry out pilot projects，accumulate experience，and find new growth engines for the low-carbon industry and low-carbon industrialization of the Guangdong-Hong Kong-Macao Greater Bay Area.
