Gazelle enterprises are typical representatives of technology innovation-oriented enterprises and are the new engines for promoting high-quality economic development and technological innovation. Standing at the new starting point of the “Double Ten Thousand” （a permanent population of over 10 million and a GDP of over 10 trillion），Dongguan proposes the city’s positioning of “technological innovation+advanced manufacturing” and actively builds an innovation-oriented enterprise echelon，comprising “technology-based small and medium-sized enterprises-high-tech enterprises-gazelle enterprises-top 100 innovative enterprises” to lead the city’s accelerated transition towards a strong science and innovation-driven manufacturing city. This study comprehensively analyzes the achievements，models，and shortcomings of cultivating and developing innovative enterprises in Dongguan since 2019，and proposes a new path for building an innovative enterprise cultivation system that adapts to the new economy and new driving forces from dimensions such as strengthening top-level design，promoting “high” and “new” through R&D，building a graded cultivation system，and strengthening the whole chain of technology investment promotion.
