It is a major strategy for Shenzhen-Hong Kong cooperation to build a Shenzhen-Hong Kong industrial economic zone dominated by high-tech manufacturing industries. The most fundamental significance of this strategy is to bring the manufacturing industry back to Hong Kong，which is also of great significance to the national dual-cycle strategy in the new era. There are strong feasibility to build a Shenzhen-Hong Kong high-tech industrial zone in cooperation at the Shenzhen-Hong Kong border：first，it is conducive to the low-cost operation of enterprises；second，it helps the import and export of products of mainland enterprises and improves their international competitiveness；Third，it promotes foreign enterprises to enter the domestic market.
