党的二十大报告明确提出营造市场化、法治化、国际化一流营商环境。本文通过分析中山市打造一流营商环境取得的成效与存在的问题，研究借鉴粤港澳大湾区深圳、东莞和长三角先行城市经验做法，提出了发展粤港澳大湾区背景下中山市打造一流营商环境的一系列对策建议。
The report of the 20th National Congress of the Communist Party of China clearly proposes to create a market-oriented，legalized，and internationalized first-class business environment. This article analyzes the achievements and problems in creating a first-class business environment in Zhongshan City and studies the experiences and practices of Shenzhen and Dongguan in the Guangdong-Hong Kong-Macao Greater Bay Area and that of leading cities’ in the Yangtze River Delt. Based on this，a series of countermeasure suggestions for Zhongshan City to create a first-class business environment in the context of the Guangdong-Hong Kong-Macao Greater Bay Area are proposed.
