The “Hengqin Guangdong-Macao In-depth Cooperation Zone Construction Master Plan” （hereinafter referred to as the “Hengqin Plan”） assigns strategic positions such as facilitating the living and employment of Macao residents in the cooperation zone. It explicitly proposes to provide more convenient conditions for Macao residents to study，work，start businesses，and live in the cooperation zone. Since its return to the motherland，Macao’s higher education has made significant progress in terms of overall scale，research level，and degree of internationalization. However，the problem of structural imbalance in higher education due to the single industrial structure is becoming increasingly prominent，especially the severe shortage of space for daily teaching and industry-university-research development，which hinders its high-quality sustainable development. The demand for expanding outward and sharing the mainland’s research market is increasingly urgent. The Hengqin Guangdong-Macao In-depth Cooperation Zone should support Macao universities to participate in the development and construction of the cooperation zone in a phased manner，focusing on easy tasks first，then difficult ones，common characteristics before individual characteristics，and moving from near to far.
