由于粤港澳三地社会制度不同,养老保障制度框架有差异,现阶段养老保障领域应积极推动中间层次的政策协调。粤港澳大湾区建设推进以来,三地已建立中央、省级和市级政策协调小组,都意识到各自在养老保障领域的问题,并通过协商,确定了总的政策目标,制定了一系列政策,实现了一定程度的资源整合。但是,大湾区内部社会政策协调专门机构尚未成立,养老保障政策协调规划尚未提上议程,三地养老保障具体问题尚未深入调查研究,老年人经济保障可携性探索尚未涉及,资源整合尚处于初步阶段。对此,应发挥各级政府、社会组织、经济组织、大众传媒等政策主体的作用,推动粤港澳大湾区养老保障政策协调。
Due to the different social systems in Guangdong,Hong Kong and Macao,the framework of the old-age security system is different. At this stage,the middle-level policy coordination should be actively promoted in the field of pension security. Since the promotion of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area,Guangdong,Hong Kong and Macao have established central,provincial and municipal policy coordination groups. They are all aware of their respective problems in the field of old-age security,and through consultations,they have determined general policy goals,formulated a series of policies and have achieved a certain degree of resource integration. However,the special agency for social policy coordination within the Greater Bay Area has not yet been established,the pension security policy coordination plan has not yet been put on the agenda,the specific issues of pension security in the three places have not yet been investigated and studied,the portability of the elderly economic security has not yet been explored,and the integration of resources is at a Initial stage. In this regard,the role of government at all levels,social organizations,economic organizations,mass media and other policy entities should be brought into play to promote the coordination of pension security policies in the Guangdong-Hong Kong-Macao Greater Bay Area.
