Since 2009，Dongguan City has been organizing and implementing major science and technology projects in an orderly manner，which has played an important role in promoting the concentration of core technologies，the rapid gathering of innovative talents，and the optimization and adjustment of industrial structure. This study takes the organization mode of major science and technology projects as the main line，comprehensively combs through and summarizes the situation of major science and technology projects in Dongguan over the years，analyzes the problems and deficiencies，learns from the experiences and practices of advanced cities，and puts forward the establishment of a municipal special scheduling mechanism as the point of focus，the consolidation of key areas of the research and development projects as the basic point，the target-oriented industrialization as the landing point，the innovation of the organization and management mode as the breakthrough point，and the optimization of the service guarantee system as the support point. As a support point，it suggests to innovatively explore the establishment of a scientific and technological project organization model with Dongguan characteristics，and promote scientific and technological innovation to empower high-quality development.
