健康湾区作为国家战略规划的一部分,与建设粤港澳大湾区、健康中国的战略规划相呼应。健康湾区建设面临多重挑战,包括刚性制度约束、软性理念冲突,以及城市间多级均衡阻碍合作等。为实现健康湾区战略目标,不仅需要解决区域健康治理协同问题,还需要在“一国两制”方针和基本法框架下,推动政府、市场和社会三方积极互动和协同,充分发挥粤港澳大湾区的社会经济优势,创新体制机制,促进要素和人才流通;在健康治理过程中建立现代医院管理制度,构建布局合理、规模适当、层级优化、职责明确、功能完善的医疗卫生服务体系;全面推行基层首诊、双向转诊、急慢分诊和上下联动的分级诊疗机制,同时建立健康信息平台,推动大湾区健康资源共享。
Healthy Bay Area,as part of the national strategic plan,echoes with the strategic plan of building Guangdong-Hong Kong-Macao Greater Bay Area and Healthy China. The construction of Healthy Bay Area faces multiple challenges,including rigid institutional constraints,soft conceptual conflicts,and multilevel equalization among cities hindering cooperation. In order to realize the goal of a healthy Bay Area,it is necessary not only to solve the problem of synergistic health governance similar to other regions in China,but also to actively interact and synergize among the government,the market,and the society under the framework of the “one country,two systems” policy and the Basic Law,to give full play to the socio-economic strengths of the Guangdong-Hong Kong-Macao Bay Area,to innovate the system and mechanism,and to facilitate the flow of factors and talent. In the process of health governance,a modern hospital management system should be established,and a medical and healthcare service system with reasonable layout,appropriate scale,optimized hierarchy,clear responsibilities and perfect functions should be constructed;a hierarchical diagnosis and treatment mechanism with primary care,two-way referral,emergency and slow diagnosis,and up-down linkage should be comprehensively implemented,and at the same time,a health information platform should be set up to share the healthcare resources in the Greater Bay Area.
